The decision of the State government to advance the conduct of annual examinations for students from first to ninth class and conduct of remedial classes till April 23 (last working day) has drawn flak from teaching community and others alike.

The announcement on conducting examinations for primary and upper primary students when the SSC exams were being held in the State has become a cause for concern.

Keeping in mind the SSC exams, the government has asked educational institutions to conduct exams for first to ninth standard students from 2 p.m. to 4.45 p.m. from April 1 to 8 and in the morning hours from April 9 to 11.

“The government has announced half-day holiday for schools due to prevailing heat wave conditions. Then how could it ask us to conduct exams during afternoons. It would be difficult for students to appear for exams in the peak summer afternoons,” said a government school headmaster.

Students living in far away areas cannot reach the examination centres in this heat, said Telangana Rashtra Teachers’ Federation (TRTF) district president M. Prathap Reddy, adding that the government advanced the exam dates without consulting teachers’ unions or experts.

Also, a majority of teachers have been deputed as invigilators for SSC exams.

“How can these teachers visit their respective schools to conduct exams for primary and upper primary students?” he asked.

He also ridiculed the government’s decision to declare the last working day as April 23 when all the exams would be completed by April 11. He said that no student would attend school of the conduct of the annual exams.

Vivekananda Educational Institutions chairman S. Komuraiah said that the government should rethink about its decision and conduct the examination for primary and upper primary students after the SSC exams.

Officials helpless

Sources in the Education Department said that if the government decides to advance the examination, they were helpless and has to go by its orders.

Telangana/TS Pensioners GO.No 33-PRC 2015 GO33. GO 33 Sanction of Family Pension to retired in Pre-Revised Pay Scales 2015. Sanction of Consolidated of Pension/Family Pension to Pensioners retired in the pre-revised scales of Pay, 2015 – Enhancement of Financial Assistance- Enhancement of Minimum Pension to Pensioners & Family pensioners – Orders- issued.

This GO is applicable to All Telangana Government Pensioners governed by A.P. Revised Pension Rules, 1980 retired .

1. (i) Who retired or died prior to 01.07.2013.
2. (ii) Those who retired or died between 01.07.2013 and 01.06.2014 without the benefit of Revised Pay Scales,2015.
3. (iii) Those who retired prior to 01.01.1996 drawing UGC pay scales and whose pension was ordered to be consolidated in the light of orders issued in G.O (P) No.95 Finance (Pen.I) Department dated 01.08.2000.
4. (iv) Provisional Pensioners and Anticipatory Pensioners.

• 5. (a) The existing Pension/Family Pension, in respect of those retired or died while in service prior to 01.07.2013 and also in the case of family pensioners who are in receipt of Family pension as on1.7.2013, be consolidated, by adding 43% of fitment benefit on the said basic Pension/ basic Family Pension and by merging the Dearness Relief @ 63.344% admissible as on 01.07.2013 and the same shall be known as Revised Consolidated Basic Pension/ Revised Consolidated Basic Family Pension.
• (b) This Revised Consolidated Basic Pension or Revised Consolidated Basic Family Pension shall come into force with effect from 01.07.2013 notionally and the monetary benefit be allowed with effect from 02.06.2014.
• (c) No difference on Retirement Gratuity/Encashment of Earned Leave shall be allowed in case of employees who retired between 01.07.2013 and 01.06.2014.
• (d) As regards the arrears on account of consolidation of Pension/Family pension / Financial Assistance from 02.06.2014 to 28.02.2015, orders will be issued separately. The consolidated Pension/Family Pension shall be paid in cash from the month of March 2015 payable in the month of April 2015.

6. While fixing the consolidated basic pension/basic family pension as above, part of a rupee, if any arrived, should be rounded off to the next higher rupee.

7. The Interim Relief paid from 01.01.2014 to 01.06.2014 shall not be recovered. Interim Relief paid for the period beyond 02.06.2014 shall be adjusted from the monetary benefit payable on account of revision of consolidated basic pension consolidated basic family pension.

8. While consolidating the Pension, the additional quantum of pension paid to pensioners on attaining specified ages, which is shown distinctly, should be ignored.

9. A ready reckoner has been appended to this order as Annexure –I. This ready reckoner can be used as reference for payment of the arrears of pension and fixation of Revised Consolidated Basic Pension/Revised Consolidated Basic Family Pension ordered above.

10. In the case of employees who retired on or after 02.06.2014 the pension shall be calculated on the pay in Revised Pay Scales 2015 only.

11.1 The employees who retired between 01.07.2013 and 01.06.2014 are eligible for revision of their pay in the Revised Pay Scales, 2015 notionally as per the orders issued in the G.O.11th read above. As such, the pensions of these employees have to be revised notionally based on the revised pay in Revised Pay Scales, 2015 and monetary benefit should be allowed from

02.06.2014 only.

11.2. No difference on Retirement Gratuity/Encashment of Earned Leave shall be allowed to the pensioners on the pension notionally fixed as above. Visit for full go copy at www.tgteachers.in.

11.3. However, the difference in commutation value of pension shall be allowed on the pension notionally fixed as above, keeping in view the directions of the Hon’ble Supreme Court of India dated.11.11.2005 in C.A.Nos.6780/2005 (arising out of SLP (Civil)No.5394-5470/2004) and as per the orders issued in the reference 6thread above.

12. A Government servant shall continue to be entitled to commute for laumpsum payment up to 40% of his pension. The existing Table of commutation value for pension shall be continued.

13. Government also hereby order for the payment of Dearness Relief on the Revised Consolidated Basic Pension/ Revised Consolidated Basic Family Pension as well as on the Pension/ Family Pension fixed with reference to the pay drawn in the Revised Pay Scales 2015 at the rates applicable from time to time with effect from 01.01.2014, 01.07.2014 as indicated below.

Government also hereby order that the existing Minimum Pension of Rs.3350/-p.m. shall be enhanced to Rs.6500/-p.m. This enhancement shall come into force with effect from 01.07.2013, with the monetary benefit from 02.06.2014 and the arrears shall be paid as mentioned in para 5 above.

22. In respect of pensioners, whose Revised Consolidated Basic Pension/Revised Consolidated Basic Family Pension falls short of Rs.6500/, the same shall be raised to Rs.6500/- p.m.

1. The examination (POLYCET) will be of 2 hours duration consisting of only one paper as per the syllabus in the subjects of Mathematics, Physics and Chemistry of X Class (S.S.C.) Examination held in March/April-2016 as prescribed by the Board of Secondary Education, Telangana State
2. The Question paper consists of 120 questions with a choice of four responses for each question with only one correct response among them
   i) 60 Questions in Mathematics for 60 Marks. 
   ii) 30 Questions in Physics for 30 Marks. 
   iii) 30 Questions in Chemistry for 30 Marks
3. Besides the items listed at Serial No. 5 above, the candidates should not bring any other material. This instruction sheet also should not be brought into the examination Hall. Instruction sheet would be available in the Examination hall for ready reference. Candidates should not bring Logarithmic Tables, Calculators, pagers, Cell phone or any other supporting electronic gadgets into the Examination Hall. Any candidate found in possession of any forbidden material will be sent out of the Examination Hall and may also lead to the cancellation of performance of the candidate.
4. Candidates must remain seated in their allotted places till the completion of the Examination. In no case will they be allowed to leave the examination Hall till 12-00 Noon, i.e. one hour after the commencement of the Examination. Before leaving, the candidates must return the response sheet/answer sheet and can take away the question paper booklet. 
5. Every Candidate appearing for POLYCET-2016 shall be provided with a specially designed Optical Mark Reader (OMR) Response Sheet (Answer Sheet), on which the candidate shall have to mark his or her answers and other relevant data. The method of marking the answers is illustrated in this section. Candidates are advised to go through the instructions given for marking the answers and other entries on the Optical Mark Reader (OMR) response sheet thoroughly and practice the same at their residence, which would make it easy for them to answer in the Examination Hall. Further the Candidates are advised not to scribble or make any marks on the response sheet except marking the answers and other relevant data at the appropriate place on the Response Sheet. Any violation of these instructions will automatically lead to the disqualification of the Candidate.
6. Candidates shall note that they will not be given a second blank Optical Mark Reader (OMR) response sheet under any circumstances. Hence they are advised to be very careful while handling the OMR response sheet. Candidates shall read the instruction sheet carefully before starting to answer the questions
7. The question paper booklet given to the Candidates shall consist of 120 multiple choice type questions in Three (03) different sections with four responses given to each question. Out of which only one response is correct for the given question. Candidates shall mark the correct answer in the Optical Mark Reader (OMR) response sheet by shading in Dark the appropriate circle with 2B pencil only. They should not use under any circumstance Ball pen for this purpose.
8. Candidates shall be required to indicate their Hall ticket number on the Optical mark reader (OMR) response sheet. It shall be done as demonstrated by shading the appropriate circle. 
9. Candidates are requested to answer all questions. All questions carry equal marks. There is no negative marking for incorrect answers

1. Candidate shall be an Indian National.
2. Candidate should belong to the State of Telangana /Andhra Pradesh as defined in G.O.(P).No. 646, Education (w) Dept., dated 10-07-1979 and its subsequent amendments.
3. Candidates should have passed S.S.C. Examination conducted by State Board of Secondary Education, Andhra Pradesh/ Telangana or any other examination recognized as equivalent thereto by the Board of Secondary Education, A.P/TS. such as Central Board of Secondary Education(CBSE), Indian Council for Secondary Education(ICSE), National Institute of Open School (NIOS), Telangana Open School Society (TOSS), A.P. Open School Society (APOSS), X class examination conducted by various State Boards of Secondary Education in India with Mathematics as one of the subjects, and obtained atleast 35% marks in the qualifying examination.
4. Candidates belonging to NIOS/TOSS/APOSS/CBSE/ICSE/OTHER Examinations recognized as equivalent to SSC by Telangana State SHOULD HAVE PASSED ALL THE SUBJECTS including Mathematics, Physics, Chemistry, with minimum of 35% Marks in each subject.
5. Candidates who appeared or are appearing for SSC or equivalent examination being held in March/April-2016, and whose results are yet to be declared can also appear for TS POLYCET 2017.
6. There is no age restriction for appearing for TS POLYCET 2017. However maximum eligible age for obtaining a scholarship, the guidelines prescribed in Memo No. 10537/SW(Edn.2)/2011, and issued from time to time by Social Welfare (Edn.) Department shall apply.
7. Mere appearing for TS POLYCET 2017 and obtaining a merit rank does not entitle a candidate to be considered for admission automatically unless the candidate fulfills the requirements laid down for admission.

In accordance with the provisions of sub – section (1) of section 23 of the Right to Education Act (RTE), 2009, the National Council for Teacher Education (NCTE) had vide it’s Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher for classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that she/he should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE. Accordingly, Government of Telangana State has issued guidelines for conducting Teacher Eligibility Test in Telangana State vide G.Os cited in the reference above. 

All candidates who possess D.Ed.,/ B.Ed., / Language Pandit or equivalent qualifications and candidates pursuing final year of the said courses with requisite percentage of marks obtained as given in the information bulletin of TS-TET and who aspire to become teachers for classes I to VIII in the schools of the State Government, Mandal Parishad, Zilla Parishad, Municipality, Private Aided Schools and Private unaided schools in Telangana State can appear for TS-TET. However, the candidates intending to seek employment as a teacher in private unaided schools shall have the option of appearing at CTET conducted by Central Government through CBSE instead of TS-TET, if they so desire. The candidates who did not qualify in the 1st, 2nd and 3rd , and 4th APTETs can also apply for the first TS-TET. Further, the candidates who got qualified in the earlier TETs can also apply for first TS-TET if they desire improvement over their previous TET score. 

The test (TS-TET) will be conducted in 2 papers viz. Paper-I & Paper-II. The candidates who intend to be teachers for classes I to V have to appear for Paper-I and the candidates intend to be teachers for classes VI to VIII have to appear for Paper-II. The candidates who intend to be teachers for all classes from I to VIII can appear for both papers, Paper-I and Paper-II. 

Date and Timings of  TS TET 2017

TS-TET will be conducted in all the Districts of the State. 

The duration and timings of the test are given below: 

 Paper-I: 9.30 am to 12.00 noon (duration 2 ½ hours) 

 Paper-II: 2.30 pm to 5.00 pm (duration 2 ½ hours)

Eligible candidates may submit their applications through online mode only, by paying the application registration and processing fee of Rs.400/- (for SC/ST Rs.200/-) through AP Online Payment gateway (Credit Card/Debit card and Net banking). AP EdCet 2017 Notification Key Ponts

1. Candidates should have secured 50% marks either in the Bachelors Degree i.e. B.A./B.Sc/B.Sc (Home Science)/B.Com/BCA/BBM and/or in the Masters Degree in the relevant subject or any other subject equivalent there to. However the candidates belonging to all other reserved categories should have secured a minimum of 40 % marks in the qualifying examination.
2. Choosing of P a r t -C s u b j e c t s (i.e. Methodology) for entrance test is at candidate’s risk. Subject eligibility will be subject to verification later at the time of admission counselling.
3. Candidates need not upload xerox copies of any certificates along with the application. However, they are required to submit original certificates/xerox copies whenever asked.
4. The information furnished in the application will be verified with originals at the time of entry into the course. Furnishing false information leads to prosecution and cancellation of admission at any point of time.
5. The mere appearance at the Entrance Test does not entitle the candidate the right to claim an entry into B.Ed. Course.
6. Admissions into B.Ed Special Education (Mentally Retarded / Visual Impaired) of D R .B.R.Ambedkar University, Srikakulam and Andhra University Vizag., will be made through AP Ed.CET 2017 Ranks.
7. Candidate must submit the application through online only (for details refer page 6, item IX).
8. B.E. / B.Tech candidates with Mathematics, Physics are eligible to B.Ed. Course.
9. Candidates will not be allowed into the Examination Hall after 11.00 A.M on the day of the Examination.
10. After filling all the boxes in the online application, the candidate must click on the submit button. Otherwise Registration n u m b e r will not be generated and hence application will not be considered.
11. The duration of the course is for TWO YEARS.
12.  Degree final year students are eligible to apply for AP Ed.CET 2017, they should submit provisional & marks list at the time of interview.

Eligibility to appear for AP Edcet 2016

(i) Candidates satisfying the following requirements shall be eligible to appear for AP Ed.CET 2017

• (i) The Candidates should be Indian Nationals. 
• (ii) The Candidates should satisfy Local/Non-Local status requirements as laid down in the Andhra Pradesh Educational Institutions (Regulation of Admission) Order 1974 as subsequently amended. 

(iii) Educational Qualifications: 

• (a) Candidates should have passed/appearing for final year examinations of B.A./B.Sc./B.Sc. (Home Science)/B.Com./ B.C.A./B.B.M. at the time of submitting the Application for APEd.CET-2016. Candidates should be required to produce marks memo and pass certificate at the time of admission. 
• (b) Candidates should have secured a minimum of 50% marks either in the Bachelors Degree i.e. B.A./B.Sc./B.Sc. (Home Science)/B.Com./B.C.A./B.B.M and or in the Masters Degree in relevant subject or 5years integrated course in the relevant subject of methodology or any other qualification equivalent thereto. However the candidates belonging to all other reserved categories i.e. S.C. S.T., B.C. (A/B/C/D/E), and Physically handicapped should have secured a minimum of 40% marks in the qualifying examination. 

Note: The candidates who passed B.E/B.Tech, with Mathematics, Physics are eligible for admission into the Course. 

(iv) Age Limit: The candidates should have completed the age of 19 years on 1st July of the year in which notification is issued. There shall be no maximum age
