  • 1.In the circumstances reported by the Director of School Education (DSE),  Telangana, Hyderabad in the references 2  examination of the matter Government hereby accord permission to the DSE,  Telangana, Hyderabad to engage the services of (9335) (Nine Thousand, Three  Hundred and Thirty Five) Vidya Volunteers with an Honorarium of  Rs.8000/-(Rupees Eight Thousand only) per month in the Academic Year  2016-17.  
  • 2) The DSE will allot the number of Vidya Volunteers to be engaged District  wise, based on the Enrolment Data of the Schools for the Academic Year 2016-17  and by taking into account the regular Teachers working, the vacancies available  and based on the norms issued vide G.O.Ms.No.11, School Education (SER-II)  Department dated 15.6.2015 about rationalisation of the Teacher posts and Staff  under various managements viz., Government, Zilla Parishad and Mandal Praja  Parishad Schools.  
  • 3) In the reference 3rd read above, the Director of School Education, Telangana,  Hyderabad had informed that due to non-availability of regular Teachers in the  Schools in the districts, he has permitted the District Educational Officers to engage  the services of 1606 (One Thousand, Six Hundred and Six) Vidya Volunteers,  through School Management Committees where there are no regular Teachers  available in the Schools on the day of the reopening of the Schools i.e 13.06.2016  for the Academic Year 2016-17 and requested the Government to ratify/ confirm  the action taken in the matter.
  • 4) In the reference 4  the Director of School Education in permitting the District Educational Officers in  the State to engage the services of (1606) Vidya Volunteers through School  Management Committees in the Schools, where there are no regular Teachers  available for the year 2016-17.  
  • 5) Based on the reference 5th read above, the Director of School Education,  Telangana Hyderabad is requested to follow the Guidelines enclosed to this G.O. as  Annexure scrupulously in engaging the services of the Vidya Volunteers for the  Academic Year 2016-17.
  • 6) The DSE, Telangana, Hyderabad shall take necessary action in the  matter accordingly.  
  • 7) This Order issues with the concurrence of the Finance (EBS.IV)  Department vide their U.O.No.7019/138/EBS.IV/SE/2016, dt.22.06.2016.

TS Vidya Volunteers VVs 9335 Posts Recruitment Notification

The Director of School Education is requested to follow the Guidelines for the appointment of Vidya Volunteers for the year 2016-17 as mentioned in the Annexure enclosed scrupulously. The Director of School Education, Telangana, Hyderabad shall take necessary action in the matter accordingly.The They are purely temporary and can be terminated before 20th April,2017 also based on justifiable grounds by the School Management Committee (SMC).The Vidya Volunteers shall be engaged to ensure regular functioning of the schools.The services of Vidya Volunteers will be engaged from 16th July, 2016 to 20th April, 2017 in the Schools

The DEO shall communicate the list of schools along with roster points to the Mandal Educational Officer concerned for engaging the Vidya Volunteers. The Mandal Educational Officers in turn shall display the details on the notice boards of the Mandal Resource Centers, Primary Schools ,Upper Primary Schools, High Schools and all Gram Panchayats in the Mandal . The District Educational Officer shall give press note stating that the eligible candidates shall apply through online and display the details on his website.

Age Limit for Recruitment of TS Vidya Volunteers

Candidates should have completed 18 years of age and upper age limit is 44 years as on 1st July, 2016. (5) years relaxation is given in case of SC / ST/BCs and (10) years for Physical Challenged persons.

How to Apply for TS Vidya Volunteers Posts

The Candidates shall apply through online mode and submit a signed print out of the application he/she uploaded along with the Certificates required, to the Mandal Educational Officer of the Mandal to which he/she applied within the time specified. The Mandal Educational Officer shall cause verification of the applications with reference to the Certificates enclosed and submit to the District Educational Officer duly countersigned.Engaging of Vidya Volunteers in Agency area shall be from local ST candidates only. If local ST candidates are not available ,then other ST candidate from Agency Area and later non-ST candidates residing in the Agency area shall be considered .

Education Qualifications for Volunteers VVs Recruitment

The following are the educational qualifications required for engaging Vidya Volunteers:
a) For Primary Schools(Classes I to V):
Intermediate with D.Ed. In case of non availability of candidates with D.Ed, B.Ed candidates may be considered.

b) For Upper Primary & Secondary Schools(Classes VI to X):
Graduation with B.Ed. & Above.

c) For Languages in Upper Primary & Secondary Schools(Classes VI to X):

  • i. Graduation with the language concerned as optional and Pandit Training or B.Ed., in the relevant methodology.
  • ii. Post Graduation in the language concerned with Pandit Training/ B.Ed. with relevant methodology.
  • iii. Oriental Title/ Bhasha Praveena/ Vidhwan in the Language concerned or its equivalent with Pandit Training/B.Ed in the relevant methodology.

Copies of the Certificates to be enclosed are as follows :
  • i) Copies of the SSC, Intermediate, Graduation, Post Graduation, D.Ed., B.Ed., TET , Pandit Training, Oriental Title/ Bhasha Praveena/ Vidhwan along with Marks Memo.(Educational Qualification and Professional Qualification)
  • ii) Local Candidate Certificate or Study Certificate issued by the Tahasildar .
  • iii) Caste Certificate issued by the Tahasildar ( Local Tribe Certificate in case of Agency area)
  • iv) Physically Challenged Certificate ( SADAREM ).
Weightage:

The following weightage shall be given to the eligible Candidates who have applied for the post of Vidya Volunteer:
I.For Primary level:
a) Intermediate - 30% weightage on total marks secured
b) D.Ed. - 30% weightage on total marks secured
c) Degree - 10 % weightage on total marks secured
d) Teacher Eligibility Test Paper I- 20 % weightage on total marks secured
e)Study in English Medium (EM) -     10 % weightage on total marks secured at two levels

For Upper Primary & Secondary level:

a) Graduation/Oriental Title - 30% weightage on total marks secured
b) B.Ed./Pandit Training - 30% weightage on total marks secured
c) Post graduation - 10 % weightage on total marks secured
d) Teacher Eligibility Test Paper II- 20 % weightage on total marks secured
e)Study in English Medium (EM) -     10 % weightage on total marks secured at two levels

10. If weightages of two or more Candidates are equal:
If weightages of two or more Candidates are equal, qualification and then age shall be taken into consideration for arriving at the order of Candidates in the merit list.

Merit lists shall be generated for each Mandal

Mandal is the unit for engaging  of Vidya Volunteers  basing on the roster points allotted to the Mandal.  Merit lists shall be generated for each Mandal.  As far as possible, Candidates belonging to the same Mandal shall be engaged as Vidya Volunteer.  If qualified Candidate is not available for a particular roster point in the Mandal, Candidates from the other roster points may be taken from the same Mandal. For Example  If no ST (W) Candidate is available in the Mandal, ST (General) may be  considered . If no ST candidate is available in the Mandal, SC (W) may be considered . If no SC (W) Candidate is available in the Mandal , SC (G) may be considered . If no SC candidate  is available in the Mandal,  following sequence shall be followed BC-A (W), BC-A (G), BC-B(W), BC-B(G), BC-C(W), BC-C (G),BC-D(W), BC-D (G), BC-E(W),      BC-E(G) , OC(W), OC(G). In case of non-availability of candidates for Ex.Servicemen quota/ PHC quota in the Mandal,  Candidates from Open Completion list may be considered.

The Candidates  shall be identified to be engaged as Vidya Volunteers based on the following preferences:-
  • a) Natives  of the village shall be given first preference.
  • b) Candidates from adjacent village in the same Mandal shall be given 2nd preference.
  • c) If the Candidates are not available in that particular village/ adjacent village, then the candidates from General Merit List of the Mandal shall be considered basing on the merit duly taking options from the Candidates.
  • d) If Candidates are not available in the Mandal, same category of Candidates from neighbouring  Mandals (having common borders) may be considered based on merit.
  • e) The selected Vidya Volunteers shall given an undertaking to the  SMCs that they shall stay in the Headquarters.

The college login will be closed after the last date as mentioned above.
  • The late fee will be levied automatically in case the fee is not remitted to the O.U. A/C .
  • Late Fees will be levied, if online EAFs are not submitted on or before due date, even if fees remitted into fund account within due date.
  • Principals are requested not to forward/submit the EAF of Not Eligible Candidates. The results of Not Eligible candidates will be cancelled at any stage, even if they appear for the examinations.
  • The Principals are requested to transfer consolidated exam fee amount into Registrar Osmania University Exam Fee Fund A/C No 52198262033 (SBH, O.U Branch, IFSCode “SBHY0020071”), SBH,O.U through NEFT/RTGS only.
Note Points :
  1. The details of Examination Fee schedule is enclosed.
  2. The exact date of commencement of the Examinations and detailed time table will be notified later.
  3. A separate notification will be issued soon after the declaration of the results of Supplementary Examinations (Oct/Nov) 2016, to enable the candidates having backlogs to register for the UG Annual Examinations to be held in March/April 2017.
  4. The Examination fee once paid by the candidate/college will not be refunded or adjusted.
  5. The Examination application forms of II & III year eligible students (i.e. admitted to I Year during the academic year 2011-12 onwards ) of the academic year 2016-17 are to be submitted online through college login. Also, hardcopy of the same may be downloaded and submitted to the examination branch duly signed by the Student and the Principal concerned along with photocopy of memo.
Note: The above conditions are not applicable for P.G.R.R.C.D.E. Students.

6. The Principals of the Under – Graduate colleges and the Director, PGRRCDE, Osmania University, Hyderabad is requested to:
  • a) Not to collect the Exam fee from Blind, Physically Disabled, Deaf & Dumb students as per O.U Order No. 1555/228/2007-08/Budget-V, dated: 25-03-2008. A Xerox Copy of Medical Certificate confirming their status as Handicapped (minimum percentage of disability must be of 40%) must be attached to the Application forms. Blind, Physically Disabled, Deaf & Dumb Students Application forms should be submitted separately along with Separate Nominal Roll.
  • a) Inform all the concerned candidates that the payment of examination fee & submission of application forms will not be entertained after the due date under any circumstances. The Examination fee once paid by the candidate will not be refunded or adjusted.
  • b) Instruct the students to enclose the Xerox copies of the memorandum of marks of earlier examinations to verify eligibility, and Equivalency Certificate issued by the Board of Intermediate, A.P, if the candidates are from other board.
  • c) Prepare separate nominal rolls for Vocational & Honours students and send the forms separately, otherwise their forms will not be accepted.
  • d) Note that the H.T No allotted to a candidate at the time of admission shall not be changed or allotted to another candidate, even if the first candidate has cancelled his/her admission.
  • e) Forward only the Examination application forms of the candidates who have put in required Percentage of attendance.
  • f) In case of the candidates transferred from other Universities and autonomous colleges a new H.T number which is not allotted earlier to any of the candidate of the college has to be allotted and enclose the OU Admission/Permission orders for transfer, memorandum of marks, migration certificate of the parent University.
7. The University has decided to accept the payment of Examination fee through Core Banking System from the Colleges under Osmania University Jurisdiction

1. It is required to transfer the fee amount through RTGS / NEFT for credit into Registrar Osmania University Exam Fee Fund A/c No 52198262033 (SBH, O.U Branch, IFSCode “SBHY0020071”).

Under any Circumstances CASH/ Demand drafts will not be accepted.

2. Application forms with all the requirements should reach the Examination Branch, OU, on or before 04-02-2017. A penal fee @ Rs.1,000/- per faculty will be collected per day from the college on applications received after 04-02-2017.

3. Consolidated fee receipt obtained from the SBH Bank may be submitted to the Deputy Registrar (Cheque-II) Section, Examination Branch, O.U, where Receipts Pertaining to B.A/B.Com/B.Sc/B.B.A/ B.S.W will be issued separately. (In no case individual receipts submitted by students will be accepted).

a. Affiliation orders issued to the colleges for the Academic year 2016–2017 for the various courses for which Examination forms are to be submitted.

b. No Dues certificate issued by the Academic Branch, O.U.

c. Approval from the Nodal Officer, Statistical Cell, Administrative Building, O.U

d. Fee Receipt issued by the Deputy Registrar, Cheque-II section, Examination Branch, O.U. e. Fee Abstract (in duplicate) One hard copy of the Fee Abstract Prepared/downloaded using the link provided at College Login.

f. Nominal Rolls: One hard copy of nominal rolls (consolidated list of candidates) generated using the Students online information System after due verification by the Principal.
g. List of Transferred Candidates:-

i Transferred from one college to another college of Osmania University. ii Transferred from other Universities

h. List of Physically handicapped and Deaf & Dumb Candidates.
i. Subject-wise Data & Elective Papers Data of registered candidates in the proforma, must match with that of the applications submitted. prescribed

Go.209 Child Care Leave for 90 days to women employees in telangana

TS Go.209 Child Care Leave for 90 days 

1.In the Government Order 3rd read above, orders were issued constituting 10th Pay Revision Commission and Government appointed Sri P.K. Agarwal, IAS (retired) as Pay Commissioner. 

2. The 10th Pay Revision Commission submitted its report to the Government which,interalia,recommended sanction of Child Care Leave to all women employees to look after two eldest children upto the age of eighteen (18) years.

3. Government, after careful consideration of the report, hereby order that women employees of the State Government having minor children be granted Child Care Leave, by the authority competent to grant leave, for a period of three (3) months, not exceeding 15 days in any spell, in the entire service to look after two eldest children upto the age of 18 years (22 years in case of disabled children) for any of their needs like examinations, sickness etc., subject to the following conditions:
  • (a) Child Care leave of three months can be sanctioned in not less than 6 spells to look after two eldest children up to the age of 18 years and in case of disabled children up to 22 years. The Child Care leave shall be permitted only if the child is dependent on and residing with the Government servant. 
  • (b) LTC cannot be availed during the Child Care Leave.
  •  (c) The leave account for child care shall be maintained in the prescribed proforma enclosed and it shall be kept along with the Service Book of Government servant concerned. The leave shall be deducted from the child care leave account. It should not be clubbed with regular leave account. 
  • (d) The Head of the office shall ensure that the availment of Child Care leave to an employee will not affect the functioning of the office for which necessary orders depending upon the circumstances of the office may be issued. 
  • (e) Child Care leave cannot be construed as a matter of right. It requires the prior sanction of the competent authority. 
  • (f) The Women employees shall be paid leave salary equal to the pay drawn immediately before proceedings on leave. 
  • (g) Child Care Leave may be combined with leave of any kind due and admissible, except LTC. 
  • (h) The Child Care Leave is admissible during the period of probation also. However, the period of probation shall be extended to that extent. 
  • (i) The existing facility of maternity leave up to 180 days is separate from the Child Care Leave and the Child Care leave may be sanctioned in continuation of maternity leave or any other leave, other than Casual Leave and Spl.Casual leave.
5. These orders shall come into force with immediate effect.
